I prefer to max Perception and add in a reasonable amount of Luck.

Luck 2: Kind of a dump stat with this build. I've read about Savant builds, and Blood Mess for a bit of a damage bonus. However, I won't be using VATS a ton and try to do most of my sniping at long range, suppressed or from positions I can make a hasty exit.
